COMMENTS TO THE ARTICLE THE “ROLE OF WOMEN IN UZBEKISTAN”


                       
I wish to express my compliments and appreciation for the very modern legal framework in favor of women’ s status and advancement existing in the Republic of Uzbekistan.
I highlight the importance of having equality recognized by the Constitution which together with the numerous decrees and resolutions of the President of the Republic of Uzbekistan and the Cabinet of Minister represent the institutional mechanisms recognized among the 12 points of the 1995 Platform of Beijing.
I deem also very important the work done by the Representatives of the Republic within the several Commissions related to CEDAW and ILO acting as role model for other Central Asian Countries.
I wish to underline the great work done by HE Mrs. Elmira Basitkhanova-Deputy Prime Minister and Chairperson of the Women’s Committee of Uzbekistan and who I had the honor to meet several times.
The Women’s Committee is the engine of the innovations regarding the health care system for women and girls in the field of primary health care, prevention and rural health.
As I could see during my last visit to Uzbekistan, on invitation of the Women’s Committee to the International Conference “The Role of Women in Formation of Civil Society, State and Social Construction: experience of Uzbekistan” last September in Samarkand, the increased number in all spheres of education has led to a higher presence of women in both economical and political governance at all levels: from Mahalla to the National Level (Senate and Legislative Chamber).
The protection of maternal leaves with full pay together with the social facilities for working mothers are also very important in order to reconcile working and private life and create a safe environment in families.
Last but not least, I wish to underline that beyond the opportunities given to women and girls to receive an education or trainings and to experience decision making position in politics, Uzbekistan through its wide system of microcredit and a devoted legislation gives them the opportunity to develop their talents in the field of small and family enterprises.
At the eve of the celebration of the International Women’s Day I wish to express my admiration to all the women of the Republic of Uzbekistan.

THE ROLE OF WOMEN IN UZBEKISTAN




Our country over the years of independent development of has made great strides in protecting the rights and legal interests of women. In the sphere of ensuring their active participation in the socio-political and socio-economic life of the country are no less significant achievements.

First of all, it is necessary to note the work carried out in Uzbekistan in the development of the legal framework in this area. Over the years, the leadership of the country adopted and ratified about 100 national and international legal instruments aimed at protecting the interests of women. Constitution of our country is the cornerstone document that guarantees the fundamental rights of women. The list also includes a number of decrees and resolutions of the President of the Republic of Uzbekistan and the Cabinet of Ministers, including "On consolidation of women's role in state and social construction", "On additional measures to protect the health of mother and child, the formation of a healthy generation" and many others. The authorities annually receive special state program, under which systematic measures in a certain direction are being carried out. This in one way or another improves the conditions and quality of our women’s life.

In addition, Uzbekistan is one of the first in Central Asia, has ratified a number of UN conventions and the International Labor Organization, such as "On the elimination of all forms of discrimination against women", "On maternity protection", "On discrimination in respect of employment and occupation" and other documents.

Special attention in our country is on the creation of an effective health care system as a priority which is determined by a complex ensuring the health of girls and mothers. To this end, specialized medical centers have been opened throughout the country, which effectively operate an extensive network of primary health care institutions, including rural medical stations. A network of screening centers operates here in Uzbekistan, standing guard over the health of young mothers and babies.

Another area, where our country fully guarantees the right of girls and women to get an education, is an effective system of primary, secondary, and higher education. In addition, educational institutions, professional colleges, academic lyceums and universities of the country are working mostly female professionals.

In order to encourage pupils and students each year in all regions of Uzbekistan, the most gifted of them awarded the State Prize Zulfiya. This measure encourages the girls to a fuller expression of their abilities in the field of science, education, literature and art, as well as gives an opportunity to receive grants to study in higher educational institutions.

These results were achieved through an integrated approach, according to which not only the solid legal foundation has been created, but also effective institutional framework did. As an example, the establishment of a public organization - the Women's Committee of Uzbekistan, which has become a productive mechanism to support this part of population, protection of their rights and legitimate interests.

Everything becomes more active participation of women in governance. In particular, today they account for 17% of the members of the Senate and 16% of the deputies of the Legislative Chamber. At the same time, in recent years, nearly 5-fold increased and indicators of women's representation in the executive branch - from 3.4% to 16%.

It increased the number of members of the fairer sex by creating a women's wing in the country's political parties. Currently, according to the Women's Committee of Uzbekistan, the share of women in the Liberal Democratic Party of Uzbekistan grew from 35% to 38%, of the Democratic Party "Milly Tiklanish" - from 40% to 46%, the People's Democratic Party - from 41% to 56%, the Social democratic party "Adolat" - from 38% to 49%.

Increase the participation of women in local government and in the structures of the mahalla. Thus, over the last period their share of the total number of chairmen of mahalla committees increased from 9.6% to 25.6%.

However, it is expanding the role of women in social and economic life of the country. For example, in recent years the share of the beautiful half of our society in the structure of employment has increased from 44% to 45.7%. An increasing number of women entrepreneurs, who opened their business and achieve significant success. According to recent reports, the heads of small enterprises 40.4% and 13.7% of micro-enterprises are the fair sex.

It should also be noted that, taking into account the key role of women in the upbringing of healthy generation, Uzbekistan has adopted a number of acts to provide them with social support programs. In particular, the non-working mothers are paid allowances for child care up to 2 years. In addition, labor contracts include benefits such as financial assistance for women in pregnancy and childbirth, maternity leave until the child 2 or 3 years and a reduction in working hours by one hour in the event of their having children younger than three years.

The formation of our country as a democratic state with a strong civil society is a key factor in the growth of social and political participation of women. It is clear that over the years of independence of Uzbekistan in this direction have already achieved a great deal. Undoubtedly, women have favorable conditions of life, work and education of the younger generation will continue to be a serious tool for achieving them and our country as a whole has great achievements and successes.

The Pimping of Pregnancy: Exposing the international commercial surrogacy business.

Birthing a Market, A Study on Commercial Surrogacy (2012) estimates that there are currently 3000 clinics in India offering surrogacy services. Surrogacy is a 2.3 billion dollar industry annually. Around 10,000 foreign couples visit India for reproductive services each year.
Dr Nayna Patel, a frontrunner of the Indian surrogacy movement, heads the Akanksha Infertility Clinic in Gujarat, where more than 600 surrogate babies have been born. Not only does Patel see the industry growing, she is gearing up for it and is building what is being dubbed as the world's first multi-million dollar 'baby factory' in Anand, Gujarat, which will be a one-stop-destination for surrogacy. Patel predicts a 12 percent growth in the sector per year.
Whilst the rich Westerners buying surrogacy services often see the 'service' as a human right, many would argue that using poor, brown women as incubators is racist, colonialist, and akin to prostitution.
This reproductive tourism is usually viewed as unproblematic, and almost an act of kindness on behalf of the commissioning parents, because, it is argued, the women who carry the babies have no other way to earn a living.
But in Gujarat, and other poor, rural parts of India, parents of multiple daughters sometimes sell the older ones to trafficking gangs and pimps, who take them to cities to work as surrogates and earn money for their younger sisters’ dowries. Surrogates in India are usually paid under $8,000.
Once working as surrogates, women can be kept in cramped quarters and told when to eat, drink, and sleep. Monitored like prisoners, they may be required to refrain from sex and riding bicycles. Surrogates can also be prevented from using painkillers, even for conditions such as migraine, or required to take medicines like Lupron, estrogen, and progesterone to help achieve pregnancy, all of which can have damaging side effects.
During the ‘pimping of pregnancy’ project I would visit several countries that are known as hot spots in the rent a womb business, such as India, Thailand, and Mexico.
Countries such as France, Germany, Italy, Spain, Portugal and Bulgaria prohibit all forms of surrogacy. In countries including the UK, Ireland, Denmark and Belgium, surrogacy is allowed where the surrogate mother is not paid, or only paid for reasonable expenses. Paying the mother a fee is prohibited.
Commercial surrogacy is legal in some US states, for example, California, and countries including India, Russia and Ukraine.
In these countries, with vastly different legal systems, I would meet the commissioning parents; brokers; clinicians; surrogate women; and those campaigning to end the commercial trade in wombs. I would ask the question, is outsourcing reproduction another form of bonded labour, and is it widening the gap between rich and poor, the global north and south. Would commercial surrogacy exist at all if it were not for the increasing acceptance of the financial exploitation of the female body?
I would also look at the boom in the sale of breast milk. In the US, new mothers with professional careers are offered work-based ‘lactation rooms’ as incentives to return to work as soon as possible after giving birth. They can make on-line bookings for the purpose-designed pumping chairs in these rooms, where they can ‘comfortably’ plug in and express milk during a work-break. Lactation rooms are coveted as a sign of a caring workplace, with the newly developed ‘Corporate Lactation Policies’ of companies like Goldman Sachs becoming an accepted substitute for maternity leave.
Very poor women are being pimped and coerced into selling their milk, and there are even instances where the women are impregnated in order to produce the milk for sale. I would be looking at how ethical the companies that broker the sales, such as Prolacta, and whether it is aware of the exploitation behind the commercialisation of this product. I would talk to those who buy and sell, and look at the diverse stories behind this new and insidious form of wet nursing.
Please help me raise enough funds to do this research. I would bring you the very best in evidence, and will work hard to access interviews with those involved, in whichever way, in this market. I want to live in a world where it is unacceptable to put a price on a baby, or consider the inside of a woman’s body a saleable entity.

Risks and Challenges

The surrogacy trade is similar to the sex trade: where there are licensed clinics, there will be a number of illegal ones. Those illegal clinics are breaking the law, and will be reticent about speaking to journalists. There will be times when I will need to adopt a cover story as a woman wishing to purchase fertility services, so will need to ensure my safety at all times. As an experienced journalist and researcher I believe I am well versed in carrying out this work. Surrogates are exploited and marginalised. I would need to ensure I follow strict ethical guidelines in approaching and interviewing them, and ensure that my interventions benefit this vulnerable group. Some of the countries I will visit have corrupt police and judiciary. I will need to be aware of each legal system and ensure I do not put anyone, including myself, in any difficult position with the law. It is possible that I may be denied a visa, or an important source may back out at the final moment.

Rimpasto di Governo da completare: 
per ora le donne diminuiscono e niente delega per le P. O. 

L’attenzione dedicata, nel discorso di Capodanno, dal Presidente della Repubblica Sergio Mattarella, alla situazione delle donne in Italia e alla stretta connessione tra le problematiche che a oggi investono la realtà femminile e i ben noti problemi sociali ed economici del Paese, induceva a non perdere ogni speranza di avere una Ministra per le Pari Opportunità. Invece, anche dopo il recente rimpasto, non solo manca la Ministra alle Pari Opportunità, ma neppure è stata conferita a una delle Ministre la delega anche alle Pari Opportunità. L’intervento risulta doveroso dato che l’esperimento della Consigliera alle Pari Opportunità del Presidente del Consiglio si è concluso con le dimissioni della stessa e per la mancata sostituzione del Capo Dipartimento alle Pari Opportunità. Non sono più tollerabili ritardi, dopo che, come annunciato dal NCD, sarà conferita al neo Ministro agli Affari Regionali la delega alla Famiglia. Inoltre, se guardiamo ai numeri, è ormai definitivo l’addio al Governo 50&50, avviato con le dimissioni un anno fa della Ministra agli Affari regionali e, successivamente l’importante Dicastero degli Affari Esteri assegnato ad un uomo. Ora i ministri sono di nuovo 16, ma solo 6 le donne. Per non parlare delle viceministre e delle sottosegretarie, alle quali già nella prima composizione non era stato riconosciuto il 50&50,

In caso contrario si dovrà prendere atto di uno spostamento dell’attenzione, in via pressoché esclusiva, sul tema della famiglia, il quale storicamente travalica e oscura la questione della parità di genere. Anni fa fu avviata un’indagine sull’assetto governativo e il lessico dei politici in vari Stati e ne emergeva con grande evidenza che nei Paesi dove l’interesse si rivolge essenzialmente alla difesa del nucleo familiare, i diritti delle donne sono trascurati e le donne sono oppresse. La sottorappresentanza e il “silenzio-assenza” – non penalizzano soltanto le donne, perché il conseguimento della parità effettiva, dell’uguaglianza nei blocchi di partenza e la messa a frutto delle potenzialità delle donne è a vantaggio del Paese. Non considerare nei fatti i diritti di alcune/i non significa soltanto negare un’istanza di giustizia che trova riscontro sul fronte legislativo e esterno già a partire dai principi fissati dal legislatore costituente, fino ad arrivare agli obbiettivi di quello europeo, ma ricusa un’opportunità di miglioramento economico e un’esperienza di crescita professionale, collettiva e personale, che investe gli interessi di tutti. Di donne e uomini, di cittadine e cittadini: in sostanza del Paese. Il Presidente del Consiglio tenga anche a mente gli obiettivi di crescita che ci sono imposti dall’Agenda della Commissione europea per il 2020 e che considerano la parità un traino per l’incremento dell’occupazione fino a una soglia minima del 75% e per la ripartenza economica entro il perimetro europeo.

L. STABILITA': FEDELI E PARENTE (PD): PASSO AVANTI PER LE DONNE E GLI UOMINI

Oggi la Commissione Bilancio del Senato ha approvato i due emendamenti sulla condivisione della genitorialità e quello per i voucher per il baby-sitting. Il primo prolunga al 2016 la sperimentazione sulla paternità obbligatoria che fu lanciata ormai tre anni fa dall'ex Ministra Fornero, raddoppiandone la durata a 2 giorni più altri due facoltativi; il secondo invece ripropone, sempre per il 2016, il contributo concesso alle famiglie in cui le donne desiderino tornare a lavoro invece che fruire di tutto il periodo di maternità.
"Siamo riuscite - dichiarano Valeria Fedeli e Annamaria Parente, prime firmatarie degli emendamenti - grazie ad un lavoro di squadra lungo e impegnativo fatto in questi giorni in Parlamento, e che ha trovato molta della sua forza nella spinta della società civile, a far si che la sperimentazione della legge 92/12 in tema di conciliazione e condivisione non venisse accantonata ma proseguisse, rafforzata, per il 2016. E' soltanto un primo passo in avanti, ma importante, perché il Governo ha recepito la centralità della questione e si è impegnato a reperire le risorse per aggiornare la sperimentazione. Una novità, che riconosce l'importanza di questo tema e ci incoraggia a proseguire sulla strada del cambiamento delle politiche per la genitorialità che non si ferma certo oggi ma esce rafforzata da questo passaggio. Sarà importante adesso monitorare i risultati di questa sperimentazione perché saranno utili nel percorso del Disegno di Legge sulla condivisione della genitorialità di cui siamo prime firmatarie, che rilanceremo dal giorno dopo il voto sulla stabilità assieme a tutti quelli che in questi giorni si sono mobilitati assieme a noi. Nel ringraziarli, come nel ringraziare il Governo per l'impegno, ci auguriamo che la battaglia per l'uguaglianza delle opportunità nel mondo del lavoro e nella società in genere, sappia mettere da parte divisioni politiche e ci veda tutti impegnati con l'obiettivo di migliorare la qualità della nostra cittadinanza e il benessere del Paese".
